Anchors within an email, directing to different parts of an email

I've been asked to put anchors within an email to direct to different parts in the email - not to direct to a landing page. There are concerns that customers will not scroll through the email content, and it would be better to give them a list of "What's In this Edition" type links at the top of the email. I am hesitant for a few reasons: our emails are not that long, anchors are unreliable in different email clients, and this seems like an older way of thinking about email/web design.
